NH17, GMC, Subway & dangerous Shortcuts

New subway was inaugurated in Jan. 2009
Took about two years to complete at the cost of Rs. 7,18,28,955.94,
But it seems 3 in 5 people not using the subway and instead using dangerous shortcuts
as seen in pic and video

One end of the road barrier is too close to the Main GMC gate
So people/patients prefer dangerous shortcuts to
Newly constructed subways
And that includes Medical students/staff etc which is their
hitch-hiking point too. Under the mango tree- see pic

There are about 6 exit/entry points, including 2/3 wheelchair access etc
looks like the work done hurriedly, it was messy inside.
Monsoon has not started yet, water seen logged inside the drainage already

Now the question is,,
Will the public use it?
Or will it lie unused like that of Verna, Nuvem, Navelim Subways?

Update: 2013
It's now being converted into motorable subway

Wearing of Helmet compulsory on all Roads in Goa?

Two-wheeler Riders only:

Wearing of Helmet compulsory on all Roads..
Says SP Arvind Gawas (Traffic)
http://www.flickr.com/photos/joegoaukextra2/5736555738/sizes/l/

And I thought, wearing of helmets or headgears  are not compulsory in
City/municipal areas like Panjim.

I wish some traffic cops are permanently stationed at Ferry Point,
Panjim-Betim.
Up to 40 riders can be challanned  not per day but per
ferryboat trip.
i.e. 128 trips x 40 x Rs.100 =   Rs.5, 12, 000 per day
(Assuming av. 8 trips per hour up & down)
http://www.flickr.com/photos/joegoauk37/5600169166/

Funny side of the Helmet Rule is..
Only the rider should wear it?

How many more deaths Mr. Chief Electrical Engineer?

How many more deaths Mr. Chief Electrical Engineer?

No, I will not ask the same to Power Minister or Chief Minister as for them
Such deaths are  minor issues as they feel things can be patched up after compensating the
Family by a meagre amount of Rs. 2 lakhs per death.

But this death by electrocution  is very serious matter..
Gross negligence on the part of Power Dept Staff noted.

When the villagers saw the snapped wire, they immediately reported at the local section office
by logging on the  complaint book.
Despite reporting, the electricity Dept. Failed to switch off the power leaving there for two days thus causing death of an innocent
young Arjun of Dhaukond Dharbandora on 8th May 2011

Power Minister, Chief Electrical Enginneer,AE, JE, Linesmen etc have serious explanation
to give in this incident as to why the power was not switched off for 2days?
What more? They were quick enough to join the snapped wire (not even replace by new one).
Worst part of it is 'No guard loops' provided throughout the section even after 11 days from the incident.
As if the Dept playing with the lives of the people (pl see various pics and Video  here).

No employer's visit to the household (Father working for Salgaocars mines as watchman)
No MP or MLA's Visit (MLA Salgaokar),
No Power minister nor Chief minister  visited
No Chief Electrical Engineer nor AE or JE or linesman visited
No Patrakar or Media people visited
No financial Help received from anyone

Young Arjun was the only child. (An ITI Student)
What the parents must be going through?
As for me, I have personally seen the mother sitting in one corner and will not move or talk
God, Give courage to them to bear the loss

Note:
JoeGoaUk wishes to contribute upto Rs.10k
if anyone or any Lawyer takes up this criminal case
against Power Dept. They can’t get away all the time.

Following my above comment on Facebook, there was another matching offer (total 3 now) from another persons

As we were first timers, we took the wrong route i.e. Usgao Heavy mining trucks route which delayed our visit by half a hour.
While coming back we came via Dhargal I think

Update: about 3 years later (29.4.2014)

Youth's death: 4 power officials booked for negligence

PONDA: Following the recommendation by the state electrical inspectorate at Panaji, Colem police have booked four electricity officials for the death of Sanjay Prabhakar Gaonkar, 17, from Dhavkond in Dharbandora three years after the incident.

Gaonkar, a trainee at ITI, Cacora was electrocuted in a stream on May 8, 2011. TVK Govindam, executive engineer; Remedio Fernandes, assistant engineer; Jagpalsingh Chaudhary, junior engineer; and Ankush Raghu Shilkar, lineman/wireman have been booked under Section 304-A of Indian Penal Code.

Three years ago, a live wire from electric poles across a stream snapped and remained in the water for two days. Gaonkar who had gone to the stream to wash his face, became a victim of alleged negligence. TOI

Extra: JoeGoaUK
Parrikar Govt recently enhanced compensation amount to kin of  those electricity employee who die on duty.  However, the compensation level of those civilians deaths due to negligence of Power Dept remains the same i.e. 2 lacs?

Guard loops, that all is required, is it  that expensive?

The video at the site Goa365/NT -rpt
http://www.youtube.com/watch?v=2vi9laGkxAY

The deceased was going to the toilet around 5.30pm
On her way back she came in contact with two LIVE wires
that were snapped from overhead.
One wire was entangled around here neck and the
other around her waste.

Our electricity Dept is one of the richest dept.,
I am sure, it cannot give the excuse saying they cannot
afford to provide 'guard loops' to all areas.

It’s their sheer negligence.
It’s a matter of shame.

How many more deaths??

Watch this NT’s Video, AE’s reaction etc etchttp://www.youtube.com/watch?v=2vi9laGkxAY

Shame on electricity Dept
Shame on Power Minister

What has happened to the ‘ordered Enquiry’
of the
Father-son death  last year Mr. Aleixo Sequeira?

Rs. 2 lakhs  compensation - That’s all it takes to forget
all about it?

A request to social activists, NGOs etc
Can you please
take up these cases to the court of law

and fight for  maximum compensation/ justice  to both the families?

It's a pure case of Electricity Department Negligence, unless they feel the pinch, the dept will never improve
and more and more innocent people will continue
dying...

Thanks.

Son’s Last Words: "Mother, it’s time for me to go, you stay there, don’t come near me".

Son’s Last Words: "Mother, it’s time for me to go, you stay there, don’t come near me".

When the Parish Priest disclosed this to those who gathered in the chruch to bid
adieu to Father/Son, tears were seen in almost everybody’s eyes. Seen many using
their handkerchief to wipe their tears including one of the four Concelebrants.
Priest said ‘Domingos was a very social person loved by all’

They were neither ministers nor politicians nor tiatrists nor top people.
There are just the common people coming from weaker section of the society.
There was no funeral brass band, no expensive coffins. Nor I see any minister or
MLA or press/media men

There was no newspaper obituary announcing the death and funeral.

Just one black and one white cotton cloth coffins.
Sisters were wailing ‘Mazo Daddy tho’ ‘Mazo Bhau tho’ (He is my dad, he is
my brother)

Seen many youngsters weeping, sometimes louder than the family members.

Since the village is Hindu dominated, many non-Christians guys also seen outside
the church.

The village priest Fr. Menino Vales, after the mass, made a strong plea to the Govt.
saying that he wish to pass this message thru the media men here (I could not see any)..
to replace all the old, outdated and rusted electricity wires and poles and thus saving innocent lives.
He also mentioned about the pathetic road conditions in the village.
