The school has compound wall with manned gates.

Chairman’s Residence gate (Harbour house, MRH1, Headland Sada).
The gate is now (after
the incidence) appeared to be closed with brick wall.
The distance from the gate or the compound wall to the
main school is about 100 mtrs.
Toilet located on the first floor and not very far from
the Headmistress cabin.
The incident took place during interval but the
Management before informing the parents or to the police washed the victim (gave
bath) and her clothes and cleaned the toilet
area.

Victim described him her way where as the teachers or
Management described the intruder their ways. (Girl saw him upto five times in 8 days - see update below)
14 days as on 27.1.2013, no breakthrough in the case yet.
However, school headmistress was arrested and released on
bail.
How daring he was!
First enter the school premises through gate or by jumping over (wall height is now raised by half meter) then enter the school, then to the 1st floor, then enter the ladies toilet (next to Headmistress Cabin) and all this during interval?
At this time no one spotted him entering or exiting ladies toilet, which otherwise remains busy or mostly occupied during interval?
Certain things in the case are difficult to digest including the two diff sketches.
What or why took Police so long to nab the culprit?
About the rapist, I can only assume..
- He is a known face at School
- He visited school more than once before
- He could be an ex-employee (including security)
- He is a maniac or of unsound mind

A committee of parents had called for a boycott of the
school (Primary Section) for two days i.e
31st Jan and 1st Feb, to press for their demands of the
arrest of the class teacher of the girl who had been raped, and of CISF
personnel and the school clerk
First day, it seem there was a mix response and second
day appeared to be near normal ?
20 days now since the incident took place on first floor of the school toilet, no breakthrough in the case yet.However, as per today'slocal newspapers, Chief Minister of Goa Manohar Parrikar assured parents

Judge Anuja Prabhudesai of the Children’s Court today directed the police that the Headmistress of Deep Vihar School Mrs. Sharlet Furtado and other staff be booked under Section 201 of the Indian Penal Code for destruction of evidence after the rape of the 7 year old.
Judge Anuja Prabhudesai today also directed the police to investigate whether the draft of five lakhs which was offered to the victim’s father by an MPT official Mr. Suresh Shirwadkar was to hush up the case.

Vasco Minor Rape Case: ‘Monty’ is not the Rapist.
CM Parrikar in the Assembly house as per the ‘Interpol’ feedback, certified that Monty is not the culprit.
His passport details say he has last left from Dubai on 29.11.2012 (no mention of his last date of arrival into Dubai)
Crime or rape took place in the Vasco school toilet on 14.1.13.
I think Parrikar too made a mention of ‘Monty’ in the last Assembly session saying ‘Monty already left for Dubai’

Mormugao police on Tuesday morning arrested the teacher and head clerk of a school at Headland Sada on charges of negligence in the 2013 Vasco school rape case.

VASCO: Mormugao police on Tuesday morning arrested the teacher and head clerk of a school at Headland Sada on charges of negligence in the 2013 Vasco school rape case.
Speaking to Herald, Mormugao Police Inspector Shailesh Narvekar stated that soon after the incident of sexual assault on the minor girl in the school toilet, the Mormugao police had registered an offence of negligence against the school headmistress, school management and the teacher and head clerk.
“During the course of investigation, the teacher and head clerk were found to be negligent and accordingly they were arrested on Tuesday morning under Sections 336, 337 r/w 34 of IPC, Section 8 of Children’s Act and 3(2) of SC/ST Prevention of Atrocities Act,” informed PI Narvekar.
PI Narvekar further informed that the teacher and head clerk were later released on bail by the court and Mormugao DySP Laurence D’Souza is further investigating the case.
It may be recalled that on January 14, 2013, the minor girl of the school was allegedly sexually assaulted in the school toilet and the police had filed an offence of negligence against the headmistress, the school management and others. Later, the rape case was handed over to the Central Bureau of Investigation for investigation, while the negligence case was probed by the DySP Mormugao.

PANAJI: After probing into the Vasco minor girl rape case for almost four years, and the accused being untraceable, the Central Bureau of Investigation (CBI) has approached the judicial magistrate first class (JFMC), Vasco, seeking permission to close the case.
In its closure report the CBI has said that the culprit was not traceable despite all efforts.
The case will come up for hearing on Thursday. 16.2.17
