AISI: Join Goa Police where job security is guaranteed come what may ..





In our small State of Goa, our police are so notorious that there are atleast two cases per month
where Goa Police hit headlines for wrong doings viz.
Corruption, extortion, sex in official vehicle or whilest on duty (Baga beach etc),
police-drug peddlers nexus, direct sale of narcotics (drugs etc), Thefts (Dabolim Airport etc),
 Visiting casinos on duty, beating up innocent people, police custodial deaths,
 having links with the criminals, shoddy or biased investigation in death or murder cases etc etc

Temporary Suspensions / Transfers of the officers follow as soon as the complaints or allegations
become public. Great gimmicks?
This week (July 11-15, 2011) alone had 3 suspensions of police officers viz. PI Jivba Dalvi,
PSI Shushant Gawas and PSI Prasana Bhagat suspended for extortion etc
and there could be more in this week/month re. Abatement to suicide CID Crime branch, Dona Paula.

So, what follows suspension then?
- Never ending internal inquiries or departmental investigations, reinstatement
 and  even promotions in some cases.

You mean only suspensions and no convictions or dismissals at all?
- We only read about the suspensions or transfers and 
no news at all on the outcome of the so
called investigations.  Even in the cases that may have hard evidence or caught on camera etc.

Even those who caught on camera while indulging in oral sex in official vehicle?     
 -  That was in 2009, they continue receiving their wages and the investigation is still on.

What about the Zuari bridge extortion case where officers caught red handed by ACB team?
- Again that was in 2009
“on noticing the ACB officials heading towards the 
interceptor vehicle, the traffic police team sped away
 from the scene, but were later caught at Verna.
On searching them we found Rs 5800, which was money collected by way of fines imposed, 
but another Rs 12,000 found in their possession was unaccounted for. 
Also, seeing us approaching them, one of the traffic policeman threw around Rs 2500 into the bushes,
which was also recovered by the ACB officials,”
All 5, including 1 ASI, 3 PCs & 1 Driver are reinstated but the investigation is still on (?).

Who conduct the so called internal or departmental  inquiry or investigation?
- Usually by a PI or an officer of a rank of DySp.

That’s sounds very funny! How can one dirty officer investigate another dirty officer?
- Exactly, particularly when they know each others secrets.
It’s a well known fact that most of the ill-gotten wealth shared by all from top to bottom.
e.g. Protection money from Matka kingpins/agents, 
drugs peddlers, other illegal activities in town and villages etc

Well, that’s very tempting! Any vacancies in  Goa Police Dept?
- Hurry up! There are upto 45 PSI posts up for grab or sale.
Direct recruitment without going to Valpoi Police School.

How much is the going rate?
- Well, there is no fixed rate but it is huge.
In mid 1980’s the same was going for Rs.1 lac, 
so you can work out yourself the prevailing rates.
Here is a tip for you to work out:
At that time a single samosa was sold @35 paise. 
The same now is Rs.5 or more.

Who do I contact to?
- Try Home Dept or the minister directly.
In case of difficulty you may dial 100 for assistance.

I am definitely going for it. Any suggestion or advice on this matter?
- Beware of Lokayukta Bill which if become law..
It will not only recover the loss caused but send you 
to minimum of 5 years of imprisonment (Max life).
So. forget about the guaranteed job security here
No endless investigations headed by 
Sp/PI or DySp or SDO/SDM
Lokayukta Preliminary enquiry completes within one month.
Investigation has to be completed within 6 months or in 
any case, not more than one year.

Lokayukat Bill? It will never happen in Goa.
The members who are corrupt themselves will never entertain such bills
- It can become a law within 6 months if people desired so.
Lokayukta Bill can be placed in the forthcoming monsoon session of the Goa Assembly itself.
Again, it is all depending upon its people including NGOs.
